By filing lawsuits due to the transfer of the educational process to the online mode, students, on average, demand a 15-25% reduction in tuition fees. Unofficially, universities recognize the validity of these requirements. But they have no money, and therefore they will be able to recalculate only if they receive a state subsidy for this. The state, as stated by the head of the All-Russian Student Union, Oleg Tsapko, “shifted all the costs of distance learning to universities, and those to students – the most vulnerable participants in the educational process.”

Dissatisfaction with the quality of education after the transition of universities to distance learning, according to Tsapko, is total in nature: “I personally have not met students satisfied with the distance! All paid students have complaints about the quality of online education, of whom today are almost 60% of the total student body. Somewhere students complained that they could only watch video lectures, and when they sent assignments to teachers, they were never answered.

And, say, at the St. Petersburg University of Water Transport. Makarov did not have classes at all for the entire spring semester. And the parents are perplexed: why do they spend their mother capital on this !? People pay and do not understand for what, and after all, prices reach 300 thousand rubles. in the semester! “

The reasons for recalculating the cost of training with the transition of universities to distance learning, according to Tsapko, are more than weighty. This is a change in the form of presentation of material, and an almost complete curtailment of the socio-cultural activities of universities, and the freezing of the work of university libraries, laboratories and research centers. But all this was included in the initial cost of training.

Almost everyone is talking about the decline in the quality of online learning. For many years, universities have spent a lot of money on supporting distance learning tools. And when it came, it became clear: at best, students can rely on text materials. And no interactivity. Almost anywhere! But there are a lot of stories, like with that old professor who lectured in front of a black computer screen for two academic hours, but no one heard the lecture, because he pressed the wrong button …

In this situation, students believe, it would be fair to reduce tuition fees by 20-30%, and where there were no classes at all – perhaps by 80%, or even 100%. Indeed: what to pay for if the university has stopped classes?

It is noteworthy that many universities, according to Tsapko, “also do not want to shift everything to students. Many teachers and even rectors-pro-rectors admit the validity of the requirements. But universities have no money to return them. Moreover, many of them had to pay extra for the work of teachers, who, with the transition to online, began to work twice or three times more. Therefore, funds for recalculation of universities should be given by the state – grants or subsidies. This is not a lot of money, but it could support education. And without state subsidies, universities will fight to the last to avoid recalculation.

Alas, the state is showing a tendency to distribute subsidies, Tsapko stated:

– The position of the Ministry of Education and Science is that in order to reduce prices, it is necessary to prove that the quality of education has decreased. This suggests the expectation that cases in the courts will get bogged down in papers and court hearings, and that students cannot afford quality expertise, which costs hundreds of thousands of rubles. Thus, in fact, the state shifted all costs to universities, and those to students – the most vulnerable participants in the educational process.

However, there is a chance to win the recalculation lawsuits, assured Florence Lenskaya, a lawyer representing the interests of students.

– The presentation of materials and the form of interaction between teachers and students have changed significantly. In addition, due to the unpreparedness of teachers for online learning, the quality of the presentation has decreased. The form of training has changed. This means that the terms of the previously concluded agreement have changed, which, in accordance with Article 453 of the Civil Code, is a reason for revising the cost of education. And there is no need to prove any decrease in the level of education. By the way, the state has already provided financial support to business. Now we need to support universities. Otherwise, to paraphrase the classics, we will get the formula “Onlineization of students’ helplessness = collapse of Russian education”.

Removed from the law: parents fear online will destroy traditional schools

The number of parents opposing online education is growing rapidly in the country. Adults are afraid that the distance in schools can be introduced on an ongoing basis, and the coronavirus pandemic only accelerates the digitalization of education previously planned by the authorities.

These fears are not unfounded. On November 18, the State Duma will consider a bill on distance education in Russia. The State Duma Committee on Education and Science recommended the document for adoption in the first reading. The new law will define the powers of the Ministry of Education and Science and the Ministry of Education in terms of regulating the procedure for using e-learning and distance technologies in educational institutions.

In recent weeks, protests against remote control have been taking place in different regions of Russia. Parents are organizing large-scale flash mobs against remote removal on social networks, boycotting online classes for whole classes and collecting signatures under appeals to the authorities. Despite accusations of COVID dissidence, the movement is gathering more and more supporters. We found out what really drives adults to demand to return their children to school, despite the threat of coronavirus infection.

“The fight against remoteness is not a story at all about COVID, but about the large-scale destruction of Russian education that has been happening in the last 15-20 years,” says Ekaterina, an opponent of remote control from Yekaterinburg. – Plans for large-scale digitalization of schools appeared among officials 10 years ago, the pandemic only accelerated these processes. The experiment on the implementation of the Digital educational environment, which started in the fall in 15 regions of the country without parental consent, was approved by the former Minister of Education Olga Vasilyeva at the end of 2019. In federal projects for the development of education for the coming years, it is stated in plain text that by 2024 at least 70% of schools must implement education in electronic form. All of these goals were set long before the pandemic. We do not deny that distance can be used as a temporary measure in emergency situations, as well as on an ongoing basis with parental consent. Of course, electronic technology is essential for learning, for example, for children with disabilities who are unable to attend school. However, we do not want an equal sign between the distance and the point.

Parents are outraged and surprised that while the doors of public schools, circles and sections have closed for children, private educational organizations continue to work safely. It comes to the ridiculous, in the same sports center, children cannot be engaged in budgetary sections, but they can do it in paid ones. It turns out that full-time education is now available only to those who can pay?

“In recent years, parents and teachers have already lost in the struggle for education in all positions,” says Alena, mother of a 7th grade student from St. Petersburg. – We could not fight off, including from the Unified State Exam, from the introduction of low-quality textbooks instead of time-tested manuals, every year the quality of education decreases. If we keep quiet, then just as quietly in a few years we may face the fact that free classes will be held only at a distance, and we will have to pay for full-time classes. The maintenance of educational institutions is very expensive for the state, and the general retirement may well solve this problem. We see this threat as real, in this regard, we demand to legalize distance learning as one of the forms of education that can be used only at the request of parents or in the event of an emergency that applies to all schools, both public and private. Now we are faced with the fact that directors of educational institutions, in response to our complaints, declare that teaching with the use of distance learning technologies is equivalent to full-time. The teacher, on the other hand, conducts classes in real time, which, they say, you still need.

In the meantime, many children have already had health problems in online education. In addition, the distance has hurt the socialization of schoolchildren, and a prolonged lack of normal communication can turn into very long-term consequences for some children.

“Young people today have spent too much time in the virtual world even without remote control,” says another parent, Natalya. – Many teenagers no longer really go for a walk, but communicate with friends only on social networks. And this is a serious social problem that distance learning only exacerbates. My 9th-grader daughter has been studying online for a month now, the circle she went to does not work, as a result, it is no longer possible to drag her out even to the street to walk with the dog. But what can we say, even convincing to wear normal clothes instead of pajamas does not always work. Many children started having health problems in the spring: their eyesight falls, their head and back hurt, their sleep is disturbed, and some children have apathy and depression. So it turns out that the authorities, while fighting one threat, create another one for children, possibly even greater, the consequences of which we, parents, will have to clear up.

“Fizruk is a good drinking companion”: online reviews of schools scared the public

When choosing a school for a child, inquisitive parents can use not only professional ratings and read reviews not on the official website of the educational institution, but by clicking on it on interactive maps on the Web. But instead of the expected opinions of parents and teachers on click, a genuine anonymous outlet for students was opened. And it splashes out when you click on the icon of almost every school in almost every Russian city.

Tortured students found a vent

Recall that online city maps on the Web allow users to evaluate the work of service enterprises – cafes, beauty salons, fitness clubs, etc. according to a five-star system. The service is conceived to help both the townspeople themselves and tourists looking for places with quality service. Few people with the help of such a map are interested in the quality of the work of secondary schools, meanwhile for students this is the only place where they give marks to the school, and not vice versa. Reviews under the “points” of educational institutions on city maps resemble a book of complaints with elements of black humor, with the help of which schoolchildren substantiate their opinions.

For example, one of the young residents of Orlov puts 1 star out of 5 possible, commenting on it like this: “Half of the doors are missing handles. Once I locked a classmate in the back room, he was found only after 4 months. ” Schools in different Russian cities also receive 1 star each with the following motivations (spelling preserved – Auth.): “The school is bad, the teacher in mathematics calls his students names”, “The physical education teacher is a good drinking companion”, “the sight of the informant shakes hands.” One of the schools that got the “stake” has the shortest, but most expressive response from the student: “Help !!!”

“Fives” from pupils on condition of anonymity are rare for schools, but solid “fours” are all the time: “Good school, only English women are sometimes angry”, “the school is good, but the teachers are mad”, “not bad, but the roof is leaking, hair, sometimes they give just one pancake with fruit. “

Of the rare students who gave their school the highest score, most did it with sarcasm: “I don’t want anyone to visit our den of warlocks.”

Parents in “card” reviews are rare, but aptly: “The school does not stop the sale of nasvay (Asian chewing tobacco – Auth.)! ”,“ Children are nervous, I strongly advise against it! ”,“ Grades are underestimated! ”

Now that gems from the map have leaked on social networks, many boys and girls, as well as their parents, are learning a lot about their schools – and not always with a “plus” sign. Is it worth fighting this? We asked a teacher of one of the schools in New Moscow. Svetlana Aleksandrovna, a language teacher, is both the 6th grade class teacher and the 9th grade student:

– Some parents expressed that it is necessary to raise the issue and write a collective statement to the support service of this service so that negative comments about our school were removed. Someone even suggested that we start calculating those who wrote nasty things anonymously to punish them. But personally I do not support all this.

Alas, the Internet is generally a big garbage dump, and even if suddenly today it is possible to remove some muck from there, tomorrow it will appear again. Therefore, I do not think that it makes sense to fight both separately with negative reviews about schools, and in general with garbage on the Web.

It is much more important to clearly explain to the child that the Internet is not only not the ultimate truth, but a platform for different and often very controversial opinions and information. That everything gleaned from the Web should be filtered. A well-read and successful student will never believe in a ridiculous network story, swearing, debauchery, etc. will never stick to a decent person. That is, it is necessary to study well, among other things, in order to be able to selectively draw from the Internet only what is necessary and important.

Unfortunately, many adults have not developed a correct – applied, not entertaining – attitude to the Web. An intelligent person on the Internet does not “hang up” to kill time, but goes on business. And such a person understands that any institution, even if it is ideal, has good reviews, and there are bad ones – this is how people are arranged, there are no comrades in taste and color. And what can we say about the school, which is anonymously evaluated by its students?
